Tuesday, July 17, 2007NCSWA DINNER: DECARBONIZING THE WORLDSPEAKER: Alex Farrell, UC Berkeley professor of energy and resources Director of the Transportation Sustainability Research Center California and four other Western states, not to mention the European Union, have committed to reducing carbon emissions in an attempt to forestall the worst consequences of global warming. And about half a dozen climate change bills in Congress are getting serious attention. A key element of these proposals is a "cap-and-trade" system for greenhouse gases, similar to the one that already exists in Europe. But the hard work lies ahead. How do we bring down emissions with energy use continuing to rise, more than 600 million vehicles on the road worldwide, and the number of coal-fired power plants rising sharply? China alone is building one coal-fired power plant every week. And how do businesses and organizations like the Sierra Club mitigate their carbon use by buying credits on the world market? Alex Farrell, who has been working with the State of California to help it meet its goal of a 25 percent drop in carbon emissions by 2020 and with Congress to develop national climate legislation, will discuss technology initiatives underway for reaching these goals, and the policy strategies that can kick start the biggest changes in energy use to come along in generations. He will explain the past successes and few failures of emissions trading, and how this serves as a model for carbon trading worldwide. Farrell joined the UC Berkeley faculty in 2003. His main interests are characterizing the environmental impacts of energy production and transformation, especially air pollution and greenhouse gases, and the economic, political and social aspects of energy systems. He has authored several peer-reviewed articles on emission trading and two large studies for the state of California on climate change policy, among other work. He has been selected to serve on the Economic and Technology Advancement Advisory Committee created by AB32 and on the International Roundtable on Sustainable Biofuels. DINNER
